The vertical axis shows charge observed in the PMT due
to the 10 Hz reference LED at various background LED rates,
normalized to the charge measured at 25 Hz.  The two curves
show the response for BeCu dynodes and SbCs dynodes for
a EMI 9822QKB 10-stage PMT.
